The Senior Program Manager/Sr. Digital Agile Coach is responsible for coaching, mentoring, training, and guiding teams and leaders responsible for delivering very large high-risk programs, with multimillion dollar cost impacts and multi-year delivery schedule. The programs may encompass sub-programs, multiple projects and work-streams, cross-departmental interfaces, multiple technologies, geographies and assets. Individuals in this role report to the Director of Agile Transformation in the Agility Enablement organization within the CTO’s office, and have direct reports or matrixed subordinate team members. The role requires servant leadership and regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders.


• Coach Portfolio and Agile Release Train (ART) leadership, Agile teams, vendors and assets to ensure timely and cost-effective sequencing and execution of Digital technology quarterly outcomes
• Establish Lean and Agile Governance and Controls structures to enable effective escalation and decision-making processes.
• Cultivate collaborative partnership among stakeholders to enable scoping, financial and resource decisions
• Identify, document and elevate cross-organizational and vendor-driven dependencies, and work with executives and peers across the organization to develop and implement appropriate dependency management processes
• Identify and manage assessment of major changes to scope, schedule and budget through the appropriate Program and Enterprise governance approval mechanisms
• Hire and mentor Scrum Master/team Coach staff and provide guidance on Lean-Agile mindset, Values, Principles, and success patterns.
• Coach senior leaders to contribute relevant data to support quarterly PI planning activities and sequence new work through the appropriate controls mechanisms
• Coach towards lean portfolio and ART maturity metrics, performance metrics, and forecasting information to ensure this is available and reportable for senior executives and government regulators
• Identify and evaluate the risks associated with program execution and work across organization to establish and monitor mitigation plans
• Develop and maintain required Agility Enablement artifacts and ensure that portfolio, ART, and teams have appropriate Agile project management artifacts and processes in accordance with Amtrak Project Management standards and applicable regulations
• Identify efficiencies and present recommended improvement opportunities at various levels of management.
• Guide and coach the teams in a portfolio or ART(s) on Lean-Agile practices and develop their understanding of SAFe, Agile, and Lean principles.
• Facilitate discussion, decision making, and conflict resolution across teams, stakeholders, leadership, external teams, business partners, and other ARTs.
• Guide teams to help them stay on track with latest Agile techniques and help fine-tune success patterns as needed to ensure the overall agility capabilities are being met within the portfolio.
• Promote and advocate for a culture of continuous improvement, helping leaders in setting portfolio and PI OKRs & being able to measure them.
• Drive cultural change by championing an Agile mindset and coaching the organization to be at the forefront of industry best practices.
• Drive and build a scaled agile process at the portfolio & ART level for highly regulated organization that delivers both products and services, including processes, artifacts and metrics for Lean Portfolio Management (LPM)

• Bachelor’s degree or equivalent combination of education and experience.
• 9+ years of relevant work experience
• Strong project and program management skills
• Strong focus on collaboration, team building, and customer service
• Highly motivated and self-directed
• Strong customer service orientation.
• Able to exercise independent judgment and take action on it.
• Excellent analytical, mathematical, and creative problem-solving skills.
• Excellent listening, interpersonal, written, and oral communication skills.

• Ability to effectively prioritize and execute tasks while under pressure.
• Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),
• PMP Certification in good standing
• Must have work authorization in the United States.


• Scaled Agile Practice Consultant (SPC) 6.0 Certification
• AgilityHealth Facilitator (AHF) Certification
• Jira Align, Jira Software, Confluence, Figjam, MS Teams
• Experience managing programs in the transportation industry environment

The salary/hourly range is $135,800 - $176,040 for the Sr Program Mgr position. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
