Hybrid Telework Opportunity

Under the direction of the Health Care Delivery System Group Manager, develops, adopts, and refines benchmarks for behavioral health spending as a percentage of total health care expenditures to be approved by the Health Care Affordability Board. Conducts research and analysis to monitor behavioral health spending and develops dashboards, data visualizations, and summary of analyses for public reporting of behavioral health spending. Engages in positive relationships with external stakeholders and supports internal and external communications.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises. The Los Angeles Office is located in a state-of-the-art facility within the Wells Fargo Center in the Bunker Hill area of downtown Los Angeles. There is direct access to all major freeways, public transportation and shuttle service to nearby parking destinations. The building offers several amenities such as valet parking, electric vehicle charging stations, banking center, newsstand, car wash, shoe shine, dry cleaners and concierge services. The building is adjacent to restaurants, hotels, shopping, entertainment and cultural venues.

Special Requirements

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Health Program Specialist II

  • At least 3 years of experience in health care delivery, health administration, or health policy.
  • Experience communicating with internal and external stakeholders.
  • Experience conducting data analysis and research.
  • Experience summarizing data analysis and writing memos, issue briefs, or reports.
  • Knowledge with managing competing priorities and completing tasks in a timely manner.
  • Knowledge with planning and organizing work to measure and report on primary care spend or investment.
Health Program Specialist I
  • At least 2 years of experience in health care delivery, health administration, or health policy.
  • Experience communicating with internal and external stakeholders.
  • Experience conducting data analysis and research.
  • Experience summarizing data analysis and writing memos, issue briefs, or reports.
  • Knowledge with managing competing priorities and completing tasks in a timely manner.
  • Knowledge with planning and organizing work to measure and report on primary care spend or investment.
