Radiation Safety Officer (EHS MGR 2) Job Summary
This position serves as the Radiation Safety Officer for UC Davis Health and the UC Davis Campus. The Radiation Safety Officer has signature authority and responsibility for the Health Physics budget and hospital cost center. Responsible for providing radiation safety input including exposure control requirements for working with both radioactive materials as well as x-ray producing equipment and for plan review and construction validation for new construction, renovation and maintenance projects in areas where radiation is used, which may have significant cost and complexity impact on these projects. Responsible for health and safety requirements related to working around ionizing and non-ionizing radiation which may affect training and protective equipment cost for many UCDH staff. Responsible for health and safety and environmental programs related to the use of ionizing and non-ionizing radiation that can carry penalties and accreditation risk for non-compliance. This position has direct supervisory responsibilities for 1 Associate Radiation Safety Officer, 1 Senior Health Physicist, 1 Associate Health Physicist, 1 Medical Physicist, and 1 Admin Officer 3. The position indirectly supervises 2 additional FTEs.

- Bachelor degree in Health Physics, Physics or related field
- Must meet the Radiation Safety Officer training requirements as defined in 10CFR35.50.
- Previous experience working under an NRC or state-issued broadscope license or specific license pertaining to the use of radioactive materials in a medical setting. Specific knowledge of federal (e.g. Titles 10 and 49) regulatory requirements.
- Supervisory experience within Health Physics and knowledge of budgetary processes for assigned program areas.
- Experience providing technical resources for the department and campus community in the area of radiation safety and working independently in developing departmental and campus programs while keeping others informed.
- Extensive knowledge of health physics and health physics applications including the elements of a radiation safety program and ALARA principles. In depth knowledge of federal, state and Joint Commission/CMS regulatory requirements and standards.
- Specific knowledge of CCR Title 17 requirements regarding the use of radioactive materials and radiation producing machines. Ability to effectively apply this knowledge to make improvements and solve problems.
- Must have skills and abilities to use original and innovative approaches and techniques to solve complex problems, recognize trends, develop long- range goals and analyze data of a complex and variable nature applying professional expertise.
- Skills in teaching health physics and radiation safety topics.
- Requires oral and written communication skills necessary to communicate the intent of Health Physics and Medical Physics programs, codes and regulations, Joint Commission standards and hospital policies and procedures in a manner accessible to a broad audience. Ability to work with all levels of Hospital staff including senior administration, UCOP Risk Services staff and others.

Key Responsibilities 50% - Radiation Safety Officer, Radiation Use Committee leadership and oversight - Delegated as the Radiation Safety Officer on the UC Davis Radioactive Materials license. Authority to take corrective actions as needed, including cease and desist orders, to stop any activity or process that creates an imminent threat to the health and safety of patients, visitors, staff and students at UCDH and UCD or poses a danger to any facility.
- Responsible for the instrumentation program, dosimetry program, radioactive materials and radioactive waste program and radiation safety training of UCDH staff.
- Responsible for the Radiation Producing Machines (x-ray) program at UCDH. Includes implementation of the Machine Use Authorization program at the medical center and off-site clinics/research locations.
- Administers the Radiation Use application, amendment and renewal process.
- Assure all facilities are periodically inspected to meet regulatory requirements and that appropriate actions are taken to minimize radiation hazards and unsafe practices.
- Implements the Radiation Monitoring Program to effectively monitor users of radioactive materials and radiation producing machines.
- Responsible for supporting the clinical programs in Radiology, Cardiology, Nuclear Medicine and Radiation Oncology as well as other departments, using radioactive materials and x-ray equipment to ensure compliance with regulation sand good clinical practice.
- Ensures appropriate response to health physics and medical physics events and incident reports, guides investigations, prepares documentation and recommends corrective actions. Ensures corrective actions are completed in a timely manner.
- Serves as the UCDH representative with regulatory agencies and represents the University at public hearings and on University-wide Work Groups.
- Responsible for the review and reporting associated with all FDA Radioactive Drug Research Committee human subjects' protocols.
- Responsible for the review and assessments of all human subjects' protocols utilizing ionizing radiation.
- Responsible for the UCDH Radiation Use Committee, overseeing committee actions and projects. Also, responsible for all Radioactive Drug Research Committee activities and reporting to the UCD Radiation Safety Committee.
- Responsible for maintenance of the UCD Broad Scope radioactive materials license compliance specifications.
- Assures compliance with Joint Commission Environment of Care Standards and CMS Conditions of Participation, including implementing measures to ensure that all radiation exposures to staff, visitors and patients are As Low As Reasonably Achievable (ALARA).
- Responsible for assuring that the uses of radioactive materials are carried out in accordance with the UC Davis Radioactive Material license, Title 17 and other state and federal regulations, UC Davis Policies and Procedures. Assures that radiation safety procedures are generated, reviewed and revised as needed.
- Responsible for all correspondence and technical documents submitted to the State CDPH/Radiologic Health Branch, Nuclear Regulatory Commission (NRC), FDA and any other regulatory body as necessary as it relates to the use if radioactive materials or x-ray equipment. Creates all required reports (annual and otherwise) to outside agencies (NRC, FDA, CDPH/RHB, etc.).
- Provides guidance and assistance to Radiology and Radiation Oncology Medical Physicists and technologists regarding the oversight of the QA processes for therapy and x-ray producing equipment.
50% - Health Physics/Medical Physics Program Operation Leader - Serves as Manager of Health Physics/Medical Physics. Directly (5) and indirectly (2) supervises 7 FTE.
- Manages the budget for Health Physics/Medical Physics including variance report reviews, budget projections, capital equipment requests, and personnel costs.
- Provides technical support to the Health Physics/Medical Physics Section which is responsible for radiation safety and regulatory compliance at UCDH.
- Responsible for assuring laser safety is maintained throughout UCDH.
- Provides technical support to assure MR safety is maintained throughout UCDH.
- Responsible to carry the Health Physics 24-hour emergency pager and triage all emergency pages.
- Responsible for the prompt and accurate completion of all regulatory and administrative reports from Health Physics. Effectively interacts with regulators at CDPH/RHB on behalf of the Health System and Davis campus.
- Oversee the day-to-day operations of the department and carries out special projects as needed. Executes health physics and medical physics projects that involve a combination of analytical, technical writing and communication skills.
- Oversee all decommissioning projects at UCDH and UCD.
- Manages staff work projects for Health Physics and Medical Physics. Periodically reviews project status with staff leads. Reviews staffing requirements to complete projects and identifies roadblocks. Analyzes difficult problems and develops solutions independently using original and innovative approaches and techniques. When appropriate, works with others in a cooperative, team-oriented manner to solve interdisciplinary problems. Identifies additional resources available to the department.
- Develops and implements departmental operational efficiency improvement projects. Works with management to develop, implement and track long range goals to accomplish the radiation safety mission. Assists in coordinating teamwork activities at all levels within the department.
- Communicates with staff to ensure departmental needs and requirements are met to provide a safe work environment to employees and patients.
