Primary Functions This is highly responsible accounting and administrative work involving planning, directing, managing, and overseeing financial activities, operations, reporting related to finance, governmental accounting, budgeting, and grants administration as assigned.
Assignments include but are not limited to directing the accounting program(s) within assigned department(s) and aiding administrative staff with regard to accounting principles and/or applicable grant requirements, fiscal control, and budgetary work. Monitors, implements, and makes recommendations for the improvement of internal controls, processes, policies, procedures, and reporting standards.
Work is performed with considerable independent judgement both in methods and procedures followed and in final analysis. Financial administrative support involves a review of work for thoroughness and the validity of conclusions and recommendations.

Typical Duties And Responsibilities - Prepares, reviews, and analyzes monthly financials, including trial balances, financial reports, balance sheets, revenue and expenditure, designated reserves, as well as any internal or external reports as necessary.
- Reviews, analyzes, and presents annual financial reports.
- Keeps record of all revenues and makes recommendations for budget projections and modifications.
- Prepares and reviews a variety of financial reports such as cash flow and revenue forecasts, budget reports and other reports as needed.
- Develops and implements financial policies and procedures related to applicable federal and state grants and related accounting functions. Audits input to the general ledger and subsidiary ledgers.
- Assists in the preparation of annual budgets.
- Oversees and participates in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
- Trains employees on internal financial policies, financial internal controls, and other financial/budgetary policies and procedures as assigned.
- Prepares and reviews resolutions, ordinances, and notices as directed.
- Reconciles amounts due to other City funds.
- Monitors programs and policies of other agencies or entities that might affect the City’s financial operations and provide advice to City coordinators, Department Heads, fiscal personnel as assigned.
- Conducts special projects as assigned by the Director or Mayors Office.
- Performs other related duties as assigned.
Education, Qualifications & Experience Graduation from an accredited college or university with a Bachelor’s degree in Public administration, Business Administration, Economics, Finance, Accountancy or Public Policy or related field; 2 to 3 years’ experience of relevant experience in budgeting, financial analysis, or public policy; or any equivalent combination of education and experience sufficient to provide the applicant with the knowledge, abilities, and skills to successfully perform the essential functions of the job.
Knowledge, Experience, Skills & Abilities - Knowledge of generally accepted accounting principles applicable to local governments.
- Knowledge of methods and techniques of governmental accounting, statistics, and financial analysis
- Knowledge of techniques of budget forecasting.
- Knowledge of principles and practices of municipal budget preparation and administration.
- Ability to identify and solve complex accounting transactions.
- Ability to prepare administrative and financial reports.
- Proficiency in using standard office equipment such as copiers, scanners, telephones, and fax machines.
- Competence in utilizing standard computer applications for data entry and document management.
- Detail-oriented and the ability to maintain both a digital and a paper filing system.
- Possessing excellent communication and written skills to effectively speak to employees and write reports.
- Ability to communicate information in a manner suited to the needs of the audience, either verbally or in writing to ensure understanding.
- Ability to develop presentations and communicate ideas to individuals or groups using a variety of media tools.
- Ability to work independently and follow instructions.
- Strong attention to detail and organizational skills.
- Ability to establish and maintain effective working relationships with employees, city officials, the business community and public.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund, "Tested" position.
This position is included in a collective bargaining agreement with
Local 3144, American Federation of State, County and Municipal Employees. Bargaining agreements available to review
HERE. General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period.
