Full salary scale displayed. Hiring range is $50,248.18 to $54,610.04, depending on experience. Performs specialized accounting duties to support City operations; payroll processing and associated functions in absence of Payroll Specialist; maintain financial records related to fixed assets and City property; specialized accounting duties to support departmental operations involving the application of accounting practices and principles to process and maintain various account functions. In the absence of the Payroll Specialist; Perform City payroll processing and functions; develop, update and modify automated payroll system as necessary; perform technical analysis; audit and monitor personnel actions requiring payroll changes, leave hours, new employees, terminations and various payroll deductions; analyze and calculate overtime adjustments according to contracts and City policy; determine errors and take appropriate action as required. Process the IRIS/PERSI transmittal, tax transmittals, and other payroll related reporting functions. Perform computation of special pays such as worker's compensation, military leave and other pay calculations; submit annual statistic and census reports; and perform the annual calculation and adjustment of payroll accruals. Provide technical information, communication and assistance to City departments and personnel regarding payroll-related problems. Assist with development, testing, implementation, and training for activities (such as Time Entry, Benefit Modules and Applicant Tracking to automate the functionality of payroll, benefits and other areas) within Munis in conjunction with the Human Resources department. Assist the Payroll Specialist in the calculation of the payroll and benefits for the annual budget, including coordinating with the Finance Director and Accounting Supervisor to incorporate the payroll and benefit budget into the City's annual operating budget. Key, edit and maintain financial records for fixed assets and city property. Enter new assets, process asset transfers and dispose of city assets. Prepare annual reconciliation of various asset accounts. Coordinate the City's annual verification of asset and property inventory records and annual physical inventory. Prepare the Annual Street Report with the assistance of the Public Works Department; Interpret and apply appropriate accounting rules and regulations; ensure accuracy of assigned accounts. Assist Accounting Supervisor in year-end accounting processes, including reconciliations, closing reports, preparation of the trial balance for the auditors and assist with the annual audit.
Various accounting functions including records retention information for the finance department and assisting others in the finance division as needed. Perform related duties as assigned. Perform special projects for the department as assigned. Process financial and departmental reports as assigned. Requires graduation from high school, supplemented by college courses in accounting or related field and three years of increasingly responsible payroll and accounting experience, or graduation from high school with five years of increasingly responsible payroll and accounting experience; experience with Microsoft Excel to analyze data and prepare reports, valid driver's license; credit history review.
KNOWLEDGE OF: Modern office practices, procedures and equipment, accounting techniques, payroll and benefits policies and practices, State and federal tax regulations and wage and hour laws, principles and practices of municipal accounting, applicable union contract language, capital asset and depreciation procedures, City Policy, department objectives. Oral and written communication skills, bookkeeping techniques: correct English usage, grammar, spelling, punctuation and vocabulary, interpersonal skills using tact, patience and courtesy, telephone techniques and etiquette, data entry, operation of a PC and various office equipment; competent skills in Microsoft Word, Excel.
ABILITY TO: Plan and organize work, understand and communicate oral and written instructions, establish and maintain cooperative and effective working relationships with others, read, interpret and follow rules, regulations, policies and procedures pertaining to payroll-related issues, maintain records and prepare reports; exercise sound judgment; work independently with minimal direction; meet schedules and time lines with many interruptions; analyze situations accurately and adopt an effective course of action; meet schedules and time lines with many interruptions; work confidentially with discretion. OFFICE ENVIRONMENT: Subject to considerable distraction and noise from constant interruptions and office activities. Position will entail extensive interaction with the public, including individuals that may be rude or discourteous. Physical activities include sitting, standing, bending, stooping, and reaching overhead for extended, non-continuous periods of time; moderate lifting up to 25 pounds, and hearing and speaking to exchange information.
