The Novato Sanitary District is seeking a creative, motivated, and knowledgeable leader as its new Environmental Programs Manager. The Environmental Programs Manager plans, manages, organizes, directs, and implements the District’s environmental programs. The selected candidate will administer the District’s solid waste and recycling franchise agreement, hazardous and electronic waste contracts, and compliance programs. They will also engage with the public through education and outreach programs, responding to and resolving inquiries relating to services and programs, and developing local and regional partnerships with public and private entities.

  • Provide a high level of customer service and establishing  effective working relationships with community groups and governmental agencies 
  • Provide educational information and resources to the public regarding environmental programs.

Typical Duties and Responsibilities (includes but is not limited to)

Policy and Program Implementation

  • Analyze and recommend solutions for complex technical and administrative issues related to District environmental programs. 
  • Develop, plan, and create materials for public education and outreach programs regarding waste diversion compliance including AB 939, AB 341, AB 1826, SB 1383 and SB 54; collaborates with the District’s waste hauler and environmental consultants to identify target audiences for these programs.
  • Manage and administer the provisions of the solid waste and recycling franchise agreement.
  • Manage and administer other solid and hazardous waste contracts, including household hazardous waste (HHW) and electronic waste contracts and grants.
  • Identify, pursue, and acquire solid/hazardous waste and program area grants as needed; manages and monitors grant requirements including CalRecycle Oil Payment Program grant.
  • Manage all permits for HHW facility and coordinates inspections by CUPA and other agencies of this facility and other facilities maintained by District, including wastewater processing facilities.
  • Represent the District at state and local meetings regarding waste diversion, recycling and other environmental programs; conduct regular meetings with the District’s waste hauler to ensure waste diversion and recycling compliance goals are met; prepare the District’s annual electronic waste diversion and recycling reports for submittal to CalRecycle.

Policy and Program Compliance

  • Manage the environmental programs sections of the District’s website; assist with development of new information for the website; ensure posted information is up-to-date and properly maintained.
  • Act as representative to local businesses for District-related environmental activities, especially related to recycling, waste diversion, water quality, and pollution prevention.
  • Keep informed of federal, state, and local legislative changes which may affect the District’s environmental programs and projects or cause related concerns.
  • Inform management of changes to environmental laws and make recommendations regarding programs.
  • Prepare regular reports on SB 1383 requirements, disposal/diversion monitoring, CalRecycle requirements and other reports as required.
  • Conduct presentations to District Board.
  • Coordinate with local and state regulatory agencies as required.
  • Assist in the preparation and administration of environmental program budgets including solid and hazardous waste, and pollution prevention.
  • Implement, administer and manage the District’s Green Business program certification.

Community Education and Outreach

  • Develop and maintain cooperative partnerships and relationships with area agencies (City of Novato, North Marin Water District, Novato Fire District, Novato Unified School District, College of Marin, County of Marin, Zero Waste Marin), community groups and the local Chamber of Commerce.
  • Conduct public outreach education activities, including social media, public speaking, and design of multimedia educational materials and press releases.
  • Conduct presentations and provide resource materials to schools, clubs, social organizations, businesses, residents and homeowner groups.
  • Serve as the initial contact person for general inquiries regarding solid and hazardous waste programs, pollution prevention programs, workshops, events and other outreach services.
  • Respond to and resolve public inquiries and complaints regarding solid waste, recycling, and HHW services, pollution prevention programs in conjunction with District staff, consultants, and contractors.
Other Duties
  • Participate in the general administrative operations of the District.
  • Establish positive working relationships with representatives of community organizations, state/local agencies and associations, District management and staff and the public.
  • Respond to inquiries and requests from the public, customers, and outside organizations. Participate in process and customer service improvements, cross-training, peer and team performance evaluations.
  • Participate in District related civic events, and activities of community and professional organizations; attend meetings and make presentations.
  • Participate in District committees, social and staff functions.
  • Drive a vehicle to conduct work.
  • Perform other assigned work which is consistent with the responsibilities assigned to the classification and necessary to the operations of the program and the District.

Qualifications

Education and Experience

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

  • Equivalent to graduation from a recognized four-year college or university with major course work in Environmental Science, Engineering, Planning, Architecture, Landscape Architecture, Ecology, Business or Public Administration (with an environmental focus), or a related field, and
  • Five (5) years of professional project and/or program administration experience, preferably in a public agency setting, including responsibilities for municipal environmental programs.

Additional years of experience may be substituted for the education requirement on a year-for-year basis up to a maximum of two (2) years.

A master’s degree in any of the above fields, or a closely related field from a recognized college or university is preferred.

License/Certificate

Possession of a valid California motor vehicle driver's license and a good driving record consistent with requirements established by the District. Failure to maintain an acceptable driving record shall be cause for discipline, up to and including dismissal.

Other Qualifications
  • Eligibility to work in the United States under appropriate federal regulations.
  • Completion of a medical examination administered by a licensed medical doctor, selected and paid by the District, to determine physical fitness for the job.
  • Successful completion of background investigation, including criminal history and identity checks.

Please note that all Novato Sanitary District employees are designated Disaster Service Workers under State law (California Government Code Section 3100-3109). Employment with the District requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Retirement

For “classic” CalPERS members (joined CalPERS or reciprocal agency prior to 2013): 2% @ 60 retirement plan, 36-month formula,

For new CalPERS members (joined CalPERS or reciprocal agency after 1/1/2013): 2% @ 62 retirement plan,36-month formula, District contribution of 1.5% of base salary to Retirement Health Savings Account.

The district contributes 2.5% of base salary to a 401(a) plan for Management and Confidential (M/C) positions that opt to participate. Note that the 401(a) plan requires an irrevocable, pre-tax contribution to be set by the employee.

Voluntary deferred compensation plans - 457(b) and Roth 457(b) employee contribution plans are available. No Social Security deduction.

Leave Benefits

District provides paid vacation, accrued at 6.67 hours per month for the first three years, increasing thereafter in accordance with the District’s Personnel Rules and Regulations, Note: vacation leave may not be used until completion of at least six months of continuous service with the District.

Exempt positions receive 80 hours of Administrative leave annually, at 6.67 hours per month

Eight hours of paid sick leave accrued monthly with no accrual limits

Thirteen (eleven plus two floating) paid holidays per year.
