Illinois Department of Revenue’s Bureau of Criminal Investigations, or “BCI”, is a highly specialized law enforcement group that conducts criminal investigations into violations of the Illinois Tax Acts and associated financial crimes. BCI currently employs approximately 30 sworn Special Agents throughout the State. Special Agent Trainees will attend the 16-week Illinois State Police Academy, unless they have already graduated a full-time law enforcement training academy. They will also participate in a structured Field Training Officer program during their first year. The FTO Program will provide Special Agent Trainees with the knowledge and skills necessary to conduct tax fraud investigations.

Essential Functions

  • Under immediate supervision, for a period of twelve (12) months, participates in an Illinois Department of Revenue (IDOR) sponsored training program receiving training and controlled working assignments which are designed to develop broad knowledge, understanding and practical skills necessary to perform the duties of a journeyman Revenue Special Agent.
  • Conducts IDOR investigative assignments of increasing difficulty for the purpose of gaining experience and developing working skills.
  • Receives formal classroom training which includes instruction in tax laws enforced by the Department, use of firearms, investigative techniques available to investigating Agents, rules of evidence applicable to courts in criminal cases and controlling court decisions, preparation of reports, investigative procedures applicable to criminal tax evasion and fraud cases, administrative procedures, standards and rules of conduct, and other matters pertaining to criminal investigations.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires completion of four years of college with major coursework in accounting, law enforcement, business administration, pre-law, or related areas. Up to two years of police investigative or law enforcement experience may be substituted on a year for year basis for the college training.

Preferred Qualifications

  • Two (2) years of experience using methods and techniques of criminal investigations.
  • Two (2) years of experience preparing properly documented reports.
  • Two (2) years of experience working with accounting and auditing principles and practices.

Conditions of Employment

  • Requires the ability to successfully complete a tax compliance and comprehensive background check, POWER fitness test, drug screen and psychological evaluation.
  • Requires a successful completion of the firearms qualification course during the first 12 months of employment.
  • Requires the successful completion of a basic law enforcement training program during the first 12 months of employment, if a waiver is not obtained.
  • Requires the ability to become LEADS certified upon hire and stay certified while employed.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
  • Requires the ability to drive, secure and maintain a State/Revenue issued vehicle.
  • Requires ability to maintain compliance in good standing with all statutorily mandated training requirements and reporting as outlined by ILETSB.
