This position has a 37.5 hour work week and is exempt. ** SUMMARY:**To administer and authorize the planning and implementation of short and long term agency objectives related to finance, purchasing, logistics and special projects for the Division of State Police, to include reviewing recommendations and developing or revising program policies. YOUR EXPERIENCE COUNTS- Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education. ** MINIMUM QUALIFICATIONS: Education:**Master's degree from an accredited institute of higher education with major study in Business Management, Public Administration, Project Management, Accounting or Economics. Experience:Eight years of experience in project management, business administration, public administration, accounting, auditing, or fiscal management, five years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience. OR Education:Bachelor's degree from an accredited institute of higher education with major study in Business Management, Public Administration, Project Management, Accounting or Economics. Experience:Nine years of experience in project management, business administration, public administration, accounting, auditing, or fiscal management, five years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience. License/Certification:Must possess a valid driver's license. ** Special Requirements:** Selected candidate will undergo a fingerprint-based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information. RESPONSIBILITIES: Evaluates and monitors operational activities of the Business, Projects, and Administration Unit to ensure efficient and effective allocation of State Police fiscal resources by evaluating programs and implementing legislative changes as necessary. Develops, implements, and authorizes the development of policies and procedures related to finance, purchasing, logistics and special projects for the Division of State Police for the long-term administration of agency programs. Develops and administers the Division budget with the Directors Office and the Division of Administration. Coordinates budget management with the Directors Office, including decisions on purchases and lease agreements. Develops key performance indicator metrics and projections for the Directors Office to capture data used by leadership to assess, plan and develop short-term and long-term goals and objectives such as fleet purchasing, maintenance and disposal. Coordinates the Divisions efforts in Balanced Scorecard or similar initiative efforts per RSA 9:4. Oversees and supervises coordination of fleet and equipment management for the Division with the Directors Office, to include purchase, issuance and disposal. Ensures compliance with Vehicle Utilization Committee, asset management and related management rules and related statutes and inventories. Oversees and monitors facility maintenance in conjunction with the Division of Administration for all facilities that are owned, leased or operated by the Division. Ensures all locations are properly maintained and managed. Monitor energy consumption at all facilities ensuring compliance with executive orders, rules and statues that relate to energy conservation. Oversees project management, including Capital Projects and multiple concurrent special assignments, to manage budget for the Division, ensuring adequate resources and priority are assigned to each. Provides status reports and recommendations to the Director on all projects. Authorizes, manages, and tracks all Division Contracts, Grant Agreements, RFP/RFB/RFI, and MOUs for the Division in consultation with the Directors Office and in coordination with the Division of Administration. Manages and supervises professional staff responsible for implementing and processing fiscal operations for the Division. Manage several multiple concurrent special assignments relating to DOS activities.
